Jim Hagedorn is a former conservative Congressional aide, a small business owner, and comes from a family of farmers, and he is an active conservative leader with a proven record that shows he would be a strong conservative reformer in Congress: "Jim Hagedorn was born in Blue Earth, Minnesota, in 1962, to parents Thomas, a grain and livestock farmer, and Kathleen, a homemaker. Jim’s grandparents, Fred and Viola Mittelstadt and Pete and Elaine Hagedorn, were all lifelong Blue Earth residents. In 1963 the family moved from Blue Earth to their 160 acre grain and hog farm located just outside the small town of Truman. Jim’s formative years were spent on the Truman farm. His father and grandfather were full-time farmers and, as partners, regularly worked 1,000 acres or more. Jim helped work the land, walk the bean fields, feed the hogs, maintain the property, and developed a firsthand understanding of farming and the business side of agriculture. Growing up on the farm was also fun, as Jim and younger sisters, Heidi and Tricia, would ride horses and play games. Living on a farm and being part of a rural community ingrained, in Jim, small town values and an appreciation for country living. In 1974, Jim’s father was elected to Congress to represent southern Minnesota’s 2nd Congressional District. Shortly thereafter the family began splitting time between Washington, D.C. and Minnesota – spending the school year in the Virginia suburbs of DC and returning each summer to the Truman farm. Throughout Thomas Hagedorn’s congressional career, Jim learned about national politics firsthand and interacted with notable politicians and famous leaders, including Jack Kemp, Henry Hyde and Ronald Reagan, who, along with his father, are Jim’s political heroes. Jim met candidate Reagan in 1979 at a Hagedorn Mankato fundraiser and then again in 1981 when President Reagan invited Jim and his father to the Oval Office to discuss a letter-to-the editor that Jim had written in defense of Reagan economic policies. In 1984, Jim was hired as the legislative assistant to former Minnesota Republican Congressman Arlan Stangeland. Jim handled an array of issues and successfully managed the Congressman’s legislative agenda, including stewardship of H.R. 916, a 1987-88 bipartisan “workfare” bill that required able-bodied welfare recipients to work for benefits. This bill was conceptually enacted into law shortly after Republicans won control of the House of Representatives in 1994. In 2005 Jim thwarted a Bush administration policy to merge the nation’s coin and currency agencies, an idea that would have cost taxpayers $500 million for no added value, and transferred power from career civil servants to partisan political appointees. At great risk to his career, Jim crafted an appropriations provision and worked with the Congress and interested parties, including unions, to prohibit the use of federal funds to merge the Bureau of Engraving and Printing into the United States Mint. This spending prohibition remains in force today and for this accomplishment Jim enjoys support from both management and organized labor. In 2014, Jim won a hotly contested Republican primary election, and then went on to receive 45.7 percent of the vote against incumbent Democrat congressman Tim Walz in the November general election. Jim won six counties and amassed the highest percentage vote against Walz since his election to congress in 2006. Jim announced his candidacy for the 2016 election on May 12, 2015. Jim received the endorsement of Minnesota’s First District Republican Party on May 7, 2016, and handily won the August 9th Republican primary election, 76.5% - 23.5%. Jim came up just short of defeating incumbent Democrat Tim Walz and pulling off the biggest congressional upset of the November 8, 2016, general election. Hagedorn won the overwhelming majority of southern Minnesota’s precincts and carried 13 of the First District’s 21 counties, six by 60% or more of the vote. The 50.3% - 49.6% result (Walz 169,071 – Hagedorn 166,524) was the 12th closest congressional election in Minnesota’s history." Recently, Congress passed H.R. 1892, a $300 Billion Budget Busting Increase, a $1.5 Trillion "Bipartisan Budget Act" that also suspended the debt ceiling for 1 year. Most Republicans in both Houses of Congress voted for it, showing there are very, very few true fiscal conservatives. It appears most of them just used "fiscal responsibility" rhetoric for their campaigns but most never intended to keep their promise. JOUR-PAC is committed to working to elect more leaders who recognize the importance of fiscal responsibility, and candidates' views on this bill and fiscal responsibility is extremely important considering that more votes like this one are expected in the years to come as Congress needs more fiscally responsible leaders who will work to prevent increases in our national debt. Jim Hagedorn is the candidate in Minnesota's 1st who has shown that he is a principled, fiscal conservative. The primary election is the race that counts since the Republican nominee will be heavily favored in the general election. Now is the time for conservatives to help elect the best candidate. The Arizona Republic, an Arizona newspaper, stated: "But what really sets Lesko apart from this right-wing field of candidates is that she enjoys the advantage of actually making things happen – big things. Her highest achievement was shepherding through pension reform in 2016 in a way that drew the support of both parties. Her bill helped shore up the state’s seriously underfunded public safety worker pension plan, and drew the applause of conservative political observers. Our editorial columnist Robert Robb called it “a paradigm buster” that “blazed new ground on a difficult and emotional topic that is producing paralysis around the country.” Before that, Lesko sponsored a bill signed by Jan Brewer that dramatically overhauled the state’s sales-tax collection system. While Lesko is too conservative on immigration policy for our taste, her tough stand on border security is prerequisite to running in CD 8. And there is some balance to Lesko's immigration brief. She doesn’t describe Trump's wall as a panacea, saying, “Some sections (of the border) need a physical barrier like the wall, and other parts require technology and more manpower.” While some of her opponents would catapult “Dreamers” across the border and back to Mexico, Lesko expresses sympathy for those young people brought here illegally as children by their parents. She would grant them legal status, though not a path to citizenship. We also had our policy differences with Lesko on Arizona’s school-voucher program. We’ve expressed concerns about Empowerment Scholarship Accounts, and Lesko recently authored a bill to expand them. But they do show she is in the thick of working and shaping policy. Lesko has more than proven her conservative bona fides. She has the support of the House Freedom Caucus, made up of conservative and libertarian members of the U.S. House of Representatives. To her credit, she has demonstrated she is not a rigid ideologue. Her work on pension reform proved she could reach across the aisle and also work with labor. In the state Capitol's #MeToo cases, Lesko showed good sense calling for the resignation of state Rep. Don Shooter, who had been accused of sexual harassment by more than a half-dozen women. But in this field, only one person can boast of large policy achievements." The state legislature must pass legislation allowing more citizen input into rising property taxes through increasing the ability for the public to vote on whether to accept a proposed increase. Two ways to accomplish more citizen input failed in the Texas House of Representatives during the 85th Session of the Texas Legislature – placing such votes on the November election to ensure more homeowner participation and allowing citizens more opportunities to vote on proposed increases." Education Reform: "Growing up in Tarkington and Cleveland, I know how rural communities are built around their local school districts. I seek policies protecting our rural schools and the communities they serve, and ensuring more funds are directed and used in the classroom. We must keep our promise to retired, current and future teachers, including decreasing retiree health insurance costs and developing a sustainable plan for incoming education professionals." Protecting Life: "Protecting innocent human Life stems from one basic premise – that simply being human, without an accompanying qualifier, is sufficient to warrant state protection and a chance at Life. All unborn lives are worth protecting. Texas law allows for a hospital panel to remove life-sustaining treatment from you or a loved one over your objections (Chapter 166.046 of the Texas Health and Safety Code). I have successfully represented patients in these circumstances and will continue working to remove this draconian law in the Texas Legislature." Why are we supporting this primary challenge in a State House race? JOUR-PAC focuses a lot of our attention on federal races, especially those in the U.S. Congress. However, we do get involved in many state legislature races because one of our goals is to return more power to the states and local governments that are closer to the people. But in order for this to be successful, we need good leaders at the local level who will promote the ideals of Justice, Opportunity, and United Reform (reforms that unite and bring people together). Rep. Bailes is one representative who has shown he is not a true reformer. Texas Right to Life noted about Mr. Bailes, "“When Representative Schaefer offered an amendment to protect preborn children with disabilities from painful abortions after 20 weeks, Bailes opposed the life-saving amendment. SB 515 would allow more homestead owners to be exempted from school taxes by raising the homestead-value eligible for exemption from $15,000 to $30,000, which would provide significant relief for low-income families. As for businesses, SB 516 will allow businesses to keep inventory for a longer period without it being taxed. The "Freeport exemption" of 1989 allowed businesses this relief, but only for 175 days. Representative Lang firmly feels that legislation needs to be passed in order to closely analyze the backlog problem in Texas courts. This legislation aligns closely with the Constitution of the United States, Sixth Amendment, which promises a "fair and speedy trial" in criminal prosecution cases. Lang stated, "Our judicial officials are doing phenomenal work in the face of these unavoidable delays. That being said, we the legislature, should constantly be to looking to ensure that we are giving our judges and justices all possible resources needed to continue to serve the citizens of Texas in the best possible way." Lang continued, "I believe the first step should be the study proposed in HB 1652 which looks at the specific cause of delay as well as feasible ideas for a long-term solution." Backlog impacts the courts with detrimental and widespread strain. In addition, this causes our jails to unnecessarily house prisoners awaiting trial placing strain on the criminal justice system at large. This bill would authorize a study by the Office of Court Administration to specifically see where these delays are originating. HB 1652 asks the administration to look into what types of case matter possesses the most delays, and also requests an analysis of whether or not senior judges can help to alleviate this dilemma. Finally, this bill would request recommendations from the OCA for their own suggested solutions to resolve judicial backlog. The Justice of the Peace and Constables Association also supports the bill, stating, "The issue of backlog is a major problem in the court system today. Campaign Website: https://www.votemikelang.com/ State Representative Ron Simmons (R-TX HD 65): Promoting Education Opportunity: "AUSTIN—Representatives Ron Simmons, Jason Isaac, and Jason Villalba today announced legislation to authorize Education Savings Accounts (ESAs) for special needs and at-risk students, as well as children with unique challenges. “My wife and I know firsthand the challenges parents of a special needs child face when looking for the educational environment that will best serve their child’s needs,” Simmons said. “We are the proud parents of a young adult son who himself was in a special needs program.” Under HB 1335, the parent or guardian of a special needs child or of a student with unique challenges would receive 90 percent of what the state spends each year per student in the form of an ESA. The funds would be distributed to the parent or guardian every quarter either on a debit card. The funds could only be spent on private school tuition and on a narrow list of eligible expenses such as that for tutors, therapists, specialists, and assistive technologies. In addition to special needs or at-risk students, HB 1335 would provide ESAs for a young person with unique challenges, such as a student who: Is in foster care, Meets the federal definition as “homeless.” Is a victim of bullying. “This legislation gives families the ability to craft a tailor-made program for their child,” Simmons said. “That is what makes this legislation and this type of ESA program so innovative – it would give parents the ability to manage funds that pay for their child’s education, allowing them to create an individualized program based on their child’s needs.” According to a new report published by the Texas Conservative Coalition Research Institute (TCCRI) and the Goldwater Institute, similar ESA systems are in place in other states including Arizona, Tennessee, Mississippi and Florida. The report found that in these states, “education savings accounts are helping children with unique needs and from different family backgrounds find a quality education.” Simmons said he wants to provide families greater educational options for their children. “In the case of our own experience, my wife and I found a private school that could truly help our son, and we had the means to send him there. But that’s not the case for many Texas families with special needs children. Many parents don’t have a choice. “There is no greater responsibility we have than to help take care of those who don’t have the same opportunities,” Simmons said. “That’s why I have authored House Bill 1335—to give parents of special needs and at-risk students the ability to get the education they deserve.” According to the Texas Education Agency, Texas is home to nearly a half-million students with special needs such as autism, speech delays or vision or hearing impairment although recent investigative media reports indicate this may underestimate the number of Texas children with special needs." State Senator Danny Carroll (R-KY SD 02): Protecting Victims of Domestic Abuse: "January 31, 2018: Bill seeks to relieve battered spouses of abuser’s legal fees: FRANKFORT -- A bill clarifying that a victim of domestic violence is not required to pay divorce costs of a spouse locked up for crimes against the petitioner passed the Senate today by a 37-0 vote. Under current state law, someone seeking a divorce against an incarcerated person can be held responsible for paying the incarcerated person’s court-appointed lawyer, even when the imprisonment is the result of spousal abuse. The measure, known as Senate Bill 68, would take away that burden, said its sponsor, Sen. Morgan McGarvey, D-Louisville. He said the bill would help with “closing a loophole” in current statutes for victims of domestic violence. Sen. Danny Carrol, R-Paducah, spoke in favor of this bill by telling of his encounters with victims of abuse when he was a law enforcement official. “Simply put, I think this bill is a way … we can break the cycle of violence,” he said. A floor amendment that was adopted states that the act will be referred to as Jeanette’s Law. Senate Bill 3—widely known as Marsy’s Law—sponsored by Sen. Whitney Westerfield, R-Hopkinsville, will place the proposed amendment before voters this November. Kentucky currently has crime victims’ rights listed in statute, but not in the state’s constitution Some of the rights that would be added to the constitution with the passage of the proposed amendment are the right to notice of proceedings, the right to reasonable protection from the accused, and the right to legal “standing,” which would give victims the constitutional right to assert their rights in court. Rep. John Blanton, R-Salyersville, said the rights that crime victims now have in statute are limited. Constitutional rights for victims would help level the field between victims and accused criminals, who already have constitutional-protected rights, he said. “Senate Bill 3 would let the voters of Kentucky decide,” whether crime victims should have their own constitutional rights, said Blanton. SB 3 received final passage by a vote of 87-3 in the House after passing the Senate 34-1 earlier this month. The state legislature is taking on the issue this session with House Bill 2655, which would define and establish the crime of cyberbullying to minors. It passed through the House Judiciary Committee on Friday. The bill would cover both adults and minors who bully a minor child. The bill also covers several means of cyberbullying, including use of a computer or computer network, building fake profiles or websites and posing as a minor in an electronic chat room or instant messages. Posting or encouraging others to post private or sexual information pertaining to a minor, posting real or doctored images of the minor on the internet, and signing a minor up for a pornographic internet site is also covered in the bill. Making a statement, whether true or false, that intends to immediately provoke, or that will likely provoke a third party to stalk of harass a minor is also addressed. According to the U.S. Department of Health and Human Resources, minors who are the victims of cyberbullying are more likely to use drugs and alcohol, skip school, get bad grades and have low self-esteem with increased instances of health problems, depression and anxiety that in some cases have led to suicide. “With the changing times, it’s more important than ever that we address these issues,” said Delegate Saira Blair, R-Berkeley, one of the bill’s sponsors. “Technology moves a lot faster than legislation does, so this is an opportunity for us to keep up. Blair and Josh Higginbotham, R-Putnam, two of the youngest state legislators in the United States, both graduated from high school in 2014. Higginbotham is another sponsor of HB 2655. He said he is aware of suicides committed by minor students, many due to cyberbullying. “I believe we need to address it and at least get the conversation started,” Higginbotham said. “We can shed some light on this epidemic and do the best we can do to put a stop to it.” Campaign Website: https://www.higginbothamwv.org/ State Delegate Kayla Kessinger (R-WV HD 32): Fighting Human Trafficking: "A Fayette County delegate led an effort to bring awareness to human trafficking in Shine a Light on Slavery Day. Kayla Kessinger, R-Fayette, was one of the sponsors of House Bill 2318 (became law), which increases penalties for instances of human trafficking in West Virginia and strengthens the legal definitions of what constitutes human trafficking. The measure was unanimously approved by the House Thursday and now moves to the Senate for consideration. The bill also creates felony offenses and penalties for using a person in forced labor, debt bondage and commercial sexual activity. It also creates a felony for patronizing a person to engage in commercial sexual activity. Many delegates participated in the End it Movement's Shine a Light on Slavery Day on Thursday by marking a red “X” on their hands, displaying it during the House floor session and committee meetings, a House news release said. The End it Movement is a global coalition of organizations working to raise awareness on human trafficking. “It's great to see our state making an effort to end human trafficking,” Kessinger said in the news release. “This is an issue a lot of West Virginians care about, and by addressing it face-on, the legislature can make real progress toward reducing the amount of trafficking that is occurring.” According to the U.S. State Department, 600,000 to 800,000 people are trafficked across international borders every year.
